Council found itself in the unusual position of its by-election winner being officially declared partway through a scheduled meeting. Electoral returning officer Helen Petrie officially declared Bob Rogan the winner at 11am just outside the council office as the meeting continued inside.
While Mr Rogan remained in the public gallery, Councillor Don Forbes was among those who would have welcomed him to the vacant chair, after the declaration if not before.
Mayor Peter Petty, however, said he had sought advice on the matter and Mr Rogan couldn’t be included on the day. He will instead take his place at the next council meeting, scheduled for September 27.
