Residents who don't have a kerbside rubbish collection will be able to use the shire's tips and waste transfer facilities while the state remains in lockdown.

Tenterfield Shire Council had closed all facilities, but the NSW Environment Protection Authority (EPA) said it received clarification from NSW Health on Wednesday that attending a tip to dispose of household rubbish was a reasonable excuse for leaving home while the stay-at-home order was in place.
Tenterfield Shire Council received the updated advice on Thursday morning from the EPA that allowed it to re-open of all Waste Transfer Stations within the shire.
In a statement sent to the Star, the council said from Thursday all transfer stations will re-open for rural residents without kerb-side collection, to dispose of domestic household waste.
"Should residents present with non-domestic house-hold waste EPA directions are clear, and the waste will not be accepted," the council statement said.
"All normal kerbside garbage and recycling collection services will continue as normal as well as Industrial bin collections. Please continue to place your bins out for collection before your nominated collection day.
"Individuals must use their own discretion to leave their residence in light of the strict lockdown rules currently in place."

With tips closed due to COVID-19 restrictions, industrial bins are being placed around Tenterfield Shire for residents who don't have a kerbside collection.
It follows the extension of the NSW Government Public Health Orders through to August 28.
Tenterfield Shire Council announced on Tuesday morning it would temporarily place an industrial bin in front of Tenterfield's Community Recycling Centre, and in other locations in villages.
Drake Community Hall, Urbenville Park, Liston Rural Fire Service Hall and Legume Community Hall will be the other sites where industrial bins will be located.
A statement from the council said the deployment of the bins was to prevent any build-up of household rubbish in areas where there is no kerbside collection.
During the COVID-19 lockdown period, all normal kerbside garbage and recycling collection services will continue.

"This initiative is being implemented as a matter of hygiene during the lockdown period as an emergency measure, therefore no recycling or green waste can be disposed," the council statement said.
Council implemented lockdown measures at all council facilities after the stay-at-home order was announced by the NSW Government.
